There are a lot more reasons that I didn't give; but that's mostly because there are so many to speak of. In short, Arma 3 is a calculation heavy game demanding more proccesing power to do it all. A 560 is probably enough to be GPU limited most of the time so you may not notice the CPU bottleneck all that often, you should be able to play on medium I suspect with a reduction in view distance. Arma 3 is CPU intensive yes but if you're looking for nice visual fidelity you should also have a performing GPU. Your GPU is really good but your CPU is worse than my old HP laptop's from 2010.
